Why dial feels “busy”

• Offline (not registered) → hear unavailable, not busy

• In-use → on a call; if softphone looks free, run wa_force_free_agent.sh <id> (orphan killer also clears stuck channels)

• Dialing yourself → busy by design

• Meta permission — outbound to customer without call permission → blocked before dial; free-form request in open chat, else template call. See wa_perm.log
